In the US, you cannot sign up for individual events, you have to or are expected to do all of the events (you will be scored on all events or your won't be scored at). Thus, the question is more generalized to
whether your local games will allow a 17 year old to
throw. That is a call of your local games AD.

If you gave location of your local game, maybe somebody here would have a better idea.

If it is an open competition (no divisions), you may have a harder time getting on the field. But do not be discourage as many games have under-18 throwers and some may have a youth divisions. You can look in this site's  http://www.nasgaweb.com/dbase/main.asp - database for the prior year(s) results of your local event to determine whether it has a novice or C division.

If your allowed to throw, your parents will have to sign a wavier, which from your post seems to not be a problem.

When a thrower is younger than your age, I usually want them to come to a practice so I can run the potential thrower through the events, rules, ... and also to make sure the thrower has the ability to do the events.

Check your pm.

Go to:

http://www.glsaa.com - www.GLSAA.com
http://www.heavyevents.com - www.heavyevents.com

for additional information about local throwing groups. I'm in both GLSAA and MASA groups as well as throw at Ligonier and Foxburg.
