   What do most other sports do?  If there is open bleeding or blood present on a participant, they must leave the field and may not return until they are clean and no blood is present.  This is one rule we should adopt.  If you get cut you must refrain from throwing until the cut is cleaned, covered and no blood is present.  Up to the AD and local rules whether or not you are allowed to make up any throws missed.  That would be a start.
